Job description

**General Description** ----------------------- This is highly responsible executive\-level administrative and professional work directing, planning, organizing, and evaluating the City's Human Resources and Risk Management programs. Under the general direction of the City Manager or designee, exercises considerable independent judgment, initiative, and discretion in administering comprehensive human resources and risk management functions, ensuring compliance with applicable federal, state, and local laws, municipal policies, and collective bargaining agreements. The Human Resources and Risk Management Director provides strategic leadership in workforce planning, recruitment and retention, classification and compensation, employee and labor relations, organizational development, training, benefits administration, safety, workers' compensation, liability and insurance programs, and enterprise risk management. Develops and implements policies, programs, and strategic initiatives that support the City's goals for operational excellence, employee engagement, fiscal responsibility, customer service, and organizational effectiveness. Incumbent serves as a trusted advisor to the City Manager, executive leadership, elected officials, Department Directors, and employees on complex personnel, labor, organizational, and risk management matters.
